Her journey in health care began as a CNA in a nursing home, followed by several years as a registered medical assistant in urgent care and specialty practices. Her first experience with Florida Medicaid came in the early 2000s as a provider under the Assisted Living Facility (ALF) waiver. Much has changed since then, particularly with Florida’s transition to the comprehensive, statewide Medicaid managed care system in place today.

Since 2010, Kelly has served on both local and state advisory boards and has been at the forefront of Florida’s Medicaid managed care program since its implementation in 2014. Her professional roles—as an elder law benefits coordinator, care manager, and in guardianship—have given her a broad range of perspectives and hands-on experience across multiple facets of the program, from policy development to direct service delivery.
